Tenant Outreach Specialist – Montgomery County

Cecil Millen joined Housing Initiative Partnership in July 2021 as the Tenant Outreach Specialist for Montgomery County.

In this role, Cecil conducts both in-person and virtual outreach to connect renters in Montgomery County who are at risk of displacement with all available community resources, including referrals to probono legal providers.

During the Covid pandemic, most of his time is spent on conducting outreach activities across the county at targeted apartment communities to reach vulnerable tenants in-person, meeting residents at landlord-tenant court to offer bilingual translations in English and Spanish, and hosting educational and informational presentations to educate renters about their rights, and offering direct assistance with completing applications for the Covid Rent Relief Program.

Cecil is a graduate of Denison University, in Granville, OH with a Bachelor’s degree in International Studies and Spanish.

He is dedicated to housing affordability and economic justice. As a youth growing up in North Carolina, Cecil co-founded a nonprofit to bridge the digital divide for economically disadvantaged students and families in his hometown.
