Donna Allen is the Lead Resident Services Coordinator for Housing Initiative Partnership, focusing on creating, tracking and monitoring HIP’s CORES-certified Resident Services Programs implemented at its affordable multifamily communities in Montgomery County, Prince George’s County, and Anne Arundel County, Maryland.

Donna joined HIP in September 2022 as the Resident Services Coordinator at Towne Courts, a 42-unit stacked rental townhome development located in the Parole community three miles east of historic downtown Annapolis, in Anne Arundel County. She also provides resident services at HIP’s newest multifamily community in the city of Annapolis, The Willows at Forest Drive, which began lease up in the fall of 2025 and completed construction in March 2026. She also coordinates resident outreach at HIP’s newest property in Montgomery County – Yorkshire Apartments, a 325-unit garden-style community in the White Oak neighborhood of Silver Spring, MD.

Donna has worked in the property management field for more than 20 years, which spearheaded her passion for human services and the importance it can make in the lives of families. HIP’s Resident Services Program provides on-site staff in most of its multifamily communities. The Resident Services Coordinators organize a variety of activities and provide individual assistance to residents to help them eliminate barriers to obtaining and maintaining self-sufficiency.

HIP’s CORES-certified programs for residents are organized into four areas:

1. Housing and Family Stability
2. Health, Wellness, and Nutrition
3. Education, Job Skills, and Digital Literacy
4. Community and Civic Engagement

In this role, Donna also provides referrals to financial resources and wrap-around services in the local community for residents at Towne Courts, The Willows at Forest Drive, and Yorkshire Apartments. She develops health and educational programs, and community-building activities focused on enriching the lives of our Annapolis and Silver Spring renters, including individuals, families with children, and seniors.
