CSRAP Application Reviewer
Semaria Kebedom is an Application Reviewer for the Community Schools Rental Assistance Program. She joined HIP in October 2026, and brings a strong combination of social work, financial services, and experience helping families navigate housing instability.
Community Schools Rental Assistance Program (CSRAP)
The CSRAP operates in eight local jurisdictions across the State of Maryland. Families and students who are enrolled in designated Community Schools in these jurisdictions while experiencing homelessness or at risk for housing instability can apply for emergency financial support through the CSRAP program during periods when the application window is open and has available funding. Housing Initiative Partnership, Inc. (HIP) is the nonprofit counseling agency chosen to administer the CSRAP in partnership with the Department of Housing & Community Development and community schools in Prince George’s County and Montgomery County.
Prior to coming to HIP, Semaria worked with LIFT in Washington, DC, where she helped low-income families navigate challenges related to housing, employment, childcare, and financial stability. She has also worked with M&T Bank and served as a Policy and Research Fellow with DC Action, examining barriers families face in accessing childcare subsidies.
Semaria is a Licensed Master Social Worker (LMSW) in Maryland and is fluent in Amharic and Tigrinya. She earned her Master of Science degree in social work from Columbia University. She is a native of Ethiopia, where she earned a bachelor’s degree in Social Work and coordinated youth development programs. In her spare time, Semaria enjoys baking.
